My dear Selby,

Mr. Higham, M.P. and Mr. Theodore Taylor.M.P.

have each put down a notice for Wednesday the 23rd of

April, that they propose to call attention to the

opium traffic in the East and to move & resolution.

No doubt the Foreign Office and the India Office will

deal with these motions, but it is on the cards that

the Colonial Office may be dragged in by way of

Hong Kong or the Straits Settlements, and we are,

therefore, keen to know, if we can, precisely what

Lspects of the question are likely to be dealt with.

McLaren, our Parliamentary Private Secretary, is away

for a fortnight and I have no one else that I can

trouble, short of Mr. Harcourt himself. Very

possibly enquiry has already been made on behalf of

the Foreign Office as to the particular aspects of the

Trade
